CORRECTED 2026-05-23: the prior record wrongly stated this file was unreadable. The document is legible — automated tesseract OCR garbled its multi-column clippings, handwritten annotations and faint scans (returning unusable text), which also exceeded the extraction size limit. Content here was characterized from a direct page review; it is a clippings/correspondence compilation, not a single incident. Flagged for the planned vision-transcription reprocessing pass to extract individual reports.
