Mexican Congress UAP hearing — alleged non-human remains presented
A September 16, 2023 Embassy Mexico political blotter reports that the Mexican Congress heard UAP testimony on September 12, 2023, from witnesses including Mexican journalist Jaime Maussan and former U.S. Navy pilot Ryan Graves. Experts asked legislators to recognize UAP, guarantee airspace security, and allow UAP study. Maussan presented two alleged non-human corpses and videos of Mexican pilot encounters with fast-moving objects. Graves subsequently distanced himself from Maussan's display, calling it an 'unsubstantiated stunt.' Scientists have previously discredited Maussan's alleged alien remains.
“Experts also presented to Congress two alleged alien corpses and videos of Mexican pilots' encounters with fast-moving flying objects during flight. Graves lamented the display took away from his and other pilots' experiences with UAP and expressed disappointment with Maussan's 'unsubstantiated stunt.'”
This document reports on a congressional hearing, not a direct UAP observation. Mexican pilot encounters with fast-moving objects are referenced but not individually described. The alleged biological remains are noted as having been previously discredited by scientists. OCR quality is good. Cable declassified in full by State Dept 2/25/2026.
